Install latest version of DB connect by default

For a new user:

• Install the latest version of databricks.connect, as opposed to the version that matches the cluster's DBR version

Existing user:

• If a databricks.connect version that matches DBR is found, use that
• If a databricks.connect version that matches DBR is not found, then check what is the latest version of databricks.connect:
  • If the latest version is installed use that
  • If the latest version is not installed, prompt for installation
