New but untested mmisw/orr:3.9.84

After fixing #17, I went ahead and also adjusted the build to be multi-stage:

Of course, it is now a much smaller image.

3.9.84 should be functionally equivalent to 3.9.83, but it hasn't been tested at all at this moment.

That 3.9.84 was not actually functional.

After looking into this a bit more, and dealing with lots of issues to update the usual, but now pretty old, dockerfiles, I opted for a local build of the frontend and backend components and put the resulting artifacts in the resulting image. This is done with a new build_all.sh script, 1c865f1.

The new image (still with same tag 3.9.84) is now at Docker Hub and tested with a deployment for http://cor-test.esipfed.org/ont/. The tests have been rather minimal but it seems it should be fully functional.
