`dbm` and `tkinter` are broken when using the builtin Python

On Linux, dbm, sqlite3 and tkinter are not fully functional unless pymport is installed on Ubuntu since they require the system libraries.

On macOS these are functional if the respective homebrew libraries are installed. sqlite3 is always functional.
