Rollup merge of rust-lang#111649 - Nilstrieb:derive-const-param-ty, r=BoxyUwU

Add derive for `core::marker::ConstParamTy`

This makes it easier to implement it for a type, just like `Copy`.

`@BoxyUwU` half asked me to add it
