AspNetCoreSseServer sample does not work on App Service with Windows only Linux

Describe the bug
AspNetCoreSseServer sample does not repond to sse when called from an mcp client like inspector

To Reproduce
Steps to reproduce the behavior:

1. deploy AspNetCoreSseServer to azure web app using windows sku
2. run mcp client or mcp inspector to domain.azurewebsites.net/sse

Expected behavior
able to list and call tools
