How should we handle the default value for an input when both default and value are provided?

If both value and default are provided as default values for the input, which one should take precedence?

I prefer to use default as the default value in cases where value is not set, rather than considering value as the default.

value indicates there is a static value for the argument and that it's not configurable.

If there's no value, clients should prompt the user for or otherwise fill in the argument. default hints the default value they can display in their UI when doing so.
