Add ability to disable UI notifications from Actions

I have an action that runs every 10 seconds to check unhealthy containers and run some Procedures based on their state. This is a hell of a workaround to have something run "on unhealthy" that I came up with.

There is an annoyance, though:

It spams my notifications in Komodo's UI every 10 seconds with an acknowledgement that it ran. Would be nice to be able to disable or mute those.

For now, I rely on a local uBlock rule:

! Hide Komodo "RunAction" toasts
komodo.mydomain.com##li[role="status"]:has-text(RunAction)

But this messes with some UI stuff like modal dialogs and such

Interesting idea, I've noticed this as a bit of a limitation as well for polling Actions
