rescrape when new rooms are added

The scraper currently only scrapes the rooms that it has access to. If new rooms are added, they'll not get backfilled. It's unclear how to determine how far to backfill in such a circumstance, so I'd probably backfill everything, whenever the number of rooms changes. Maybe a future rewrite would scrape by building or something. Just beware of the danger of overwriting old data.
