Add matrix testing for PHP versions above 8.0

We are testing with the lowest common denominator version of PHP to make sure we aren't using language features incompatible with out lowest advertised compatible version. This is missing deprecation warnings from more recent PHP versions. We need to set up a test matrix to make sure we have coverage for 8.1 and 8.2.
