fix(import-export): COMPASS-3994: Incompatible API Plugin version included in release (#1861)

⚠️ Backporting this PR for master|1.21-releases is not required because #1844 was a backport-only to `1.20-releases`.

## Description

Pins to 4.0.x which includes the fix mongodb-js/compass-import-export@ffe4ae5 without including new import export stream backend but 3e09c9b didn't include plugin api version bump.
