Description

Show search indexes banner instead of disabled search indexes feature toggle in compass-web.

Looks like this now:

Formerly looked like this (the tooltip is inaccurate, and the preferred fix is to use the banner not to show that toggle at all)

I verified when you click through the Search you wind up at url like https://cloud-dev.mongodb.com/v2/<group>#/clusters/atlasSearch/Cluster3 which shows the Atlas search indexes feature as desired.
