feat(smoke-tests): test deb installer for on Ubuntu COMPASS-8712

Description

PR stacked on #6684.

Merging this PR will:

1. Implement the Linux .deb installer (using the apt command and verifying compass --version via xvfb-run).
2. Arm CI to execute the smoke tests for the Ubuntu deb installer (only running time-to-first-query for now).
