PHPC-2356: Remove explicit env variables (#1514)

* Remove evergreen expansions from shell.exec commands

* Remove 5.0 OCSP tasks from Debian 11

* Refactor retrieving Atlas Connectivity URLs

* Read encrypted URI list from environment

* Remove obsolete file from gitignore

* Refactor appending test specific URI options

* Update tests/utils/skipif.php
