Allow users to change the streak hour offset

Why can this only be changed once? Especially in a place with Daylight Saving it's really annoying to have it be off by an hour for a part of the year, so if this can be feasibly added with a potential cooldown (ex. once you change your streak offset you can't change it until 24 hours after, or something) then please add it!
