[Issue]: [Bug] H.265 Decoding artifacts/stutter on Onn TV 4K Plus

Describe the bug

When streaming using H.265 (HEVC) codec, the video stutters/freezes/shows artifacts. H.264/AV1 works fine.

Steps to reproduce

Set Video Codec to HEVC (H.265) in Moonlight settings.

Start streaming any game (1080p or 4K).

Move camera quickly or wait for a few minutes.

Affected games

Device: Onn Android TV 4K Plus (2025 model)

OS: Android TV 14 (Google TV)

Moonlight Version: newest

Host PC GPU: 3060ti + A380 (streaming AV1 card)

I have a similar issue using Moonlight on a “Chromecast 4K”.

1920×1080 @ 60 Hz – H.265
Host: Sunshine v2025.924.154138 – RTX 5060 Ti

So far, I’ve encountered the issue twice, both times after going AFK while staying on a game’s main menu.

The sound keeps playing in the background, but the video freezes with a lot of artifacts.

Quitting and resuming the session fixes the issue.

I don’t have this issue when using moonlight on a device running SteamOS.
