Overwrite transfer times from transfers.txt if Motis' own pedestrian routing yields a different time

Currently, we are facing an issue where a transfer time in transfers.txt is too long. This causes transfers that work in practice to be missed by the public transit routing, resulting in sub-optimal routing results.
