Add pre-commit to check that a build has been made

😮‍💨 I'm always forgetting to make a new build before committing, and then wonder why my fixes aren't passing the Workflow tests... 🤦🏼 

Adding a pre-commit to check that the build file has been modified will bring back some sanity.
