`all-required` migration selection

Summary

mtma CLIs should include the ability to select the all-required migration, i.e., all migrations and checks deemed correct and required, as expressed in the README.md

• mtma migration migrator migrate select --all-required
• mtma checked-migration migrate select --all-required

Please implement this selection behavior for all relevant CLIs--using a maximally compositional approach.
