openai-agents-python 0.1.0 breaking change

This is causing the recent CI failures

Our code creates the MCP tools before creating an Agent, but the breaking change in 0.1.0 now requires that an Agent be created before listing the tools, which breaks our logic.

I created openai/openai-agents-python#976 to see if they would be open to removing this requirement since it seems like it was maybe an unexpected side-effect that wasn't discussed when the breaking change was merged.

I proposed a qucik patch to keep us moving forwards openai/openai-agents-python/pull/977

I'll keep this open while we wait for feedback from the OpenAI team about the API change.
