Automagically download new cosmocc #877
Description
The current new_build_wip branch uses cosmocc 4.0.2 but there's no automatic download for it yet, so ppl trying to build the new llamafile get errors.
Having the error documented with the manual download workaround is not enough, we should reintroduce automatic download as we have it in main
