User link doesn't navigate to them in the org chart

This user when you browse to the org chart view for them, doesn't show their org. To get to it you have to navigate to this user in the org chart, expand their entry and you can see the user.

Where did you get that link from? This link works.

1. Browse to User A's profile
2. Click the org chart button which takes you to the org chart with User A highlighted
3. Click User B on the org chart

Expected results

The URL at the top of the page, if shared with someone else, would take the viewer to the same view of the org chart, with the current highlighted user highlighted

Actual results

The resulting URL at the top is https://people.mozilla.org/o/p--abe2tkcjdk9sxobybncpr instead of https://people.mozilla.org/o/highlight/p--abe2tkcjdk9sxobybncpr

And if that URL is shared with someone else, that other viewer does not get the same view of the org chart, instead they get the org chart at it's top level with no user highlighted and with User B shown to the right of the org chart (but not where in the org they are)
