Expose individual plugin logs through the UI

Instead of just capturing logs during creation (.err file) it may be useful for debugging to capture the logs or at least a rolling window of the individual plugins logs and make them available through the UI. There are several ways this can be accomplished and technically could happen without a change to the core infrastructure.
