Input logs not being pruned

I have basic prune config `/etc/hindsight/run/input/prune.cfg`:
```
filename = "prune_input.lua"
analysis = true
input = true
ticker_interval = 360
```
however on one server logs aren't deleted.

Hindsight `0.16.0`.

After service restart, there's a kafka error:
```
hindsight[7937]: 1598456889818068801 [error] output.kafka the input checkpoint was reset
```
