exceptions via http api

Hi, thanks for iprepd.

It would be great if will possible to manage exception IP list by http api.

In our setup we would love to dynamically add / remove addresses instead of editing files and reload daemon.
Unfortunately I'm not familiar with Go to create a PR.

I agree, this has also come up with our implementation and this would be a nice feature

Will keep this in the desired feature list, but I can't make any guarantees on when we can add support for this
