Description

We already flag add-ons changing their name for content review but once #15763 is implemented we should go further and trigger the name scanner rules again (potentially automatically affecting the add-on in some way depending on the associated scanner action)

Acceptance Criteria

• Re-trigger name scanner rules on name change
