What happened?

A user having the Addons:HighImpactApprove can see the link to "Held Decisions for 2nd Level Approval" page on the reviewer tools landing page, but upon clicking it, they get a "Not allowed" error page.

What did you expect to happen?

A user with the aforementioned permission should be able to access the second level approval queue page.
