Bug 1989583: Remove uniffi_segmentation (#6960)

Use `icu_segmenter` instead, which will vendor more easily into moz-central. Added test for the weird grapheme case. I think something like this is what these crates are intended to handle. Before, I could have just used `str::char_indicies` and the tests would pass.
