Windows 11 25H2 Microsoft Windows [Version 10.0.26200.8246]
Why is Vulcan video decoding is not working?

You did not post logs so I cannot tell which gpu-api you are using. For Windows OS vulkan decoding only works with gpu-api=vulkan. You should choose auto (safe) in smplayer drop down to see which hwdec is auto chosen. I guess it will be d3d11va.
