there's an error when installing pytorch locally

I installed every thing but when I type import torch and run it says :
The specified module could not be found. Error loading "C:\Users\ahmed\AppData\Local\Programs\Python\Python39\lib\site-packages\torch\lib\caffe2_nvrtc.dll" or one of its dependencies

help please !

i solved it ...... if anyone has this problem uninstall torch by writing this in the CMD (pip uninstall torch) then download it again form the link from pytorch website...... when you download it it will say collecting torch and your PC might lag DO NOT turn off the CMD or your PC just leave it till it finish and it will work
