Add experimental annotation

We should add an experimental annotation for the newly added functions with APIs that aren't entirely set in stone.

These flatten DataFrame functions are a good example.  I'm not entirely sure what abstractions should be added and how they should be exposed.  Would be nice to mark them as experimental during the design phase.
