[release automation] Unblock release discussion creation

I originally posted this in #83 but figured it's best to track it as a separate issue:

@msabramo could you go to the repository settings and enable Discussions? The current automation expects them to exist. Make sure category called Announcements exists.

Action items:

• Go to the repository settings and enable discussions
• Ensure that a category called Announcements exists in discussion
• Revert 3a6a063.
