feat: add Web Hosting agent

Added Web Hosting agent covering server provisioning, SSL certificate management, CDN configuration, performance tuning (OPcache, Redis, PHP-FPM), automated backups, server security hardening, and staging environment workflows for WordPress and Drupal hosting environments.
