Missing Unit Tests for report_chart.py

There are no unit tests for report_chart.py. Add unit tests to ensure the functionality is working as expected.

I'm working on adding unit tests for the report_chart.py file. Here's my approach:

1. I've created comprehensive tests for both public functions (plot_security_report and generate_identifiers) and their private implementation counterparts.

2. My testing strategy includes:

   • Testing normal operation paths
   • Testing error handling (various exceptions in plot_security_report)
   • Testing edge cases (empty data, single-row data)
   • Mock-based testing for the matplotlib interactions

3. For test data, I've created my own Table objects with test data. I wasn't sure if there are existing fixtures or test data I should be using instead. Would you prefer I use existing test utilities/fixtures, or is my approach of creating new test data appropriate?

All 12 tests are now passing successfully. Would you like me to make any adjustments to this approach before I submit the PR?
