build-mingw-w64: Bump to the current version from September 6th

Notable changes:
- Fixed using the strtof() function from UCRT instead of accidentally
  using a wrapper that internally calls strtod()
- Range/accuracy improvements for complex trigonometry functions
- Fixed the callback declaration for the EnumPageFiles API
- Fixed the declaration of the addrinfoex structs
- The usual assorted API updates
