Backend search and selection for queries

Describe the bug

Currently we have a hack in place to allow up to 1000 queries to be returned and displayed when selecting queries in a scheduled report. This should really be a paginated view, with a search query that returns the 20 queries that match the search term, or something like @raviSussol's infinite scroll solution: https://github.com/msupply-foundation/health-supply-hub/pull/1036
