• .pc file is broken (invalid syntax)
• venv is missing versioned .exe files
• SOABI Fix SOABI #120
• patch cleanup -> https://github.com/msys2-contrib/cpython-mingw/tree/wip/mingw-v3.13.7-cleanup

with those first two worked around pycairo builds and tests run through. mutagen tests also run through.

I'll try to clean up patches in the wip/ branch, and once done rename it to "mingw-v3.13.7"
