FAST_CWD warning in recent Windows 11 Insider versions (starting from 27802)

A "Couldn't compute FAST_CWD pointer" warning is shown when launching a msys2 shell:

First seen in Windows 11 Insider 27802 (no warning in 27788), and still exists in 27808:

For the record: I did not backport this patch because there had been concerns on the cygwin-patches mailing list and I had planned on trying to address them, but failed to find the time yet.

@CitronTRD based on past builds' runtimes, I'd expect the build to be finished in about 5 minutes from now.

It works, I replaced msys-2.0.dll and there's no more warning
