Bump deps and update .distignore

Bump package version to 6.9.7 and regenerate package-lock.json with updated dependency versions (various @WordPress, @ariakit, @babel and other packages). Add package.json and package-lock.json to .distignore to exclude them from distributables and normalize .wp-env.json newline.
