Current behavior

Dialog is closing on an outside click even though modal behavior enabled.

This is true whether true or 'trap-focus' is passed.

Expected behavior

Dialog shouldn't close on an outside click when modal behavior enabled.

The modal prop is unrelated to pointer dismissal, which is a separate prop

The docs explain modal={true} here:

true: user interaction is limited to just the dialog: focus is trapped, document page scroll is locked, and pointer interactions on outside elements are disabled.

"pointer interactions on outside elements are disabled" means you can't click anything behind the dialog while it's open, not that the dialog itself can't be dismissed with the pointer
