The `modal` prop behaves differently for dialogs and popovers

The modal prop in Dialog has 3 possible values: true, false and trap-focus.
and the modal prop in Popover has the same 3 values, but they behave slightly differently: modal={true} in Dialog includes the behavior of trap-focus while in Popover, it does not.

Is this intentional? What should I do if I want both modal="trap-focus" and modal={true} behaviors in my Popover implementation?

It's intentional since it's common for users to omit a close button in popovers but in modal popovers it's required

Though will be addressed with #2722
