[charts] create axis highlight label

Summary

Create a tooltip component that display the axis value.

It should have the following options

• the axis direction 'x' or 'y'
• optionally the axis id
• a value formatter
• chose position between 'start', 'end', 'both', 'none'
• chose value. If value is not defined, it tracks the axis highlight value
