Describe the bug

I’ve found an issue where NPCs reset to their default rotation when you move away and return to their location. Here's the situation:

Issue: NPCs spawned with a specific rotation reset to default when the player leaves and returns 2x.
Reproduction Steps: Spawn an NPC with a set rotation, move away, return, and observe the rotation reset.
Expected Behavior: NPCs should retain their initial rotation.
Actual Behavior: Rotation resets to default upon return.
