addVehicleSirens doesn't work with custom vehicles #4090

Describe the bug
#3704 was merged a while back, and although it's working it doesn't support custom vehicles, which is probably the number one use of a clientsided addVehicleSirens
Add support for addVehicleSirens for custom vehicles
Additional context
This might be related to the list of IDs that don't support sirens? https://wiki.multitheftauto.com/wiki/SetVehicleSirens
