Windows ARM64 build

Not sure if this is the place to ask, so I apologize if it's not...

I wanted to see if there is a way to compile these cores so they can run natively on ARM Windows. Or, if there is already an ARM build for Mupen Plus out.

If there is no native option, it would be very great if this is something that could be offered too, specially since we already have mupen FZ on android.
