Import S3TC code

The patent expired and I imported the code directly into Mesa. Distros will not need to ship libtxc_dxtn any longer since all Mesa drivers will support S3TC.

Please import the S3TC code from Mesa into this project and remove the dependency on libtxc_dxtn. With that done, you can also drop the s2tc code as well :)
