DELL drac: Move the remaining inc.php sensors to YAML (librenms#16912)

Some sensors change index, and loose history because of it. 

* Move sate from inc to yaml
* add voltage sensor to yaml
* Rewirte to drac
* Add missing drac_idrac7.snmprec
* Rename state as in MIB
* YAML changes Indexes and remove a unknown descr variable
* Revert a test...
* Fix MIB physicalDiskNumber SYNTAX first INTEGER from 1 to 0
* Update testfiles
* Fix MIB controllerNumber SYNTAX first INTEGER from 1 to 0
* Fix MIB all SYNTAX first INTEGER from 1 to 0
* older tests added as well
even if they add limited details
* trying to reduce the impact on indexes
* and closer to old indexes
* and a last one
* add DELL C6525 (cloud hardware)
