Mail composer: Popups below recipient pills stay open

Environment

• Parula 0.9.16-dev

Reproduction

1. Open Mail composer
2. I entered multiple email addresses in the recipient field
3. I select multiple pills clicking on each singularly

Actual result

Pop up of each pill stays open

Expected result

• If I click another pill or anywhere outside, the pop-up should close.

If multi-selection

• If I select multiple pills, only one pop-up should appear, with a simplified version with Remove, CC, and BCC options
• It should be possible to select multiple pills using Shift + Click.
• It should be possible to select multiple pills and press Delete on the keyboard to remove them.

There are 2 problems that cause this bug:

1. The click event of the <Popup/> is not propagated which means the clickOutside() function is not triggered for the other <Popup/>.
2. Each of the popupToggle() functions run independently so it doesn't know the state of other instances.

I'm working on a fix.

The popups to Move, tag or delete in the Mail MessageList also don't close when you click on another one.
