Incremental News Tool

This tool is for people who want to be kept up-to date with latest news about their topics. We need to support use cases like

1. Give me news about the following list of stocks everyday at 10pm.
2. Tell me latest AI developer tools released in last 7 days along with their initial reviews.  
3. What is going on between India and Pakistan

In all the above cases we need to find news in a specific time range. Let's use https://api-dashboard.search.brave.com/app/documentation/news-search/get-started API for this. The agent and prompts should be smart enough to figure out the query parameters https://api-dashboard.search.brave.com/app/documentation/news-search/query (most important ones are freshness and country, and of course q. rest others you can take an intutition call whether to keep them or not).

The NewsTool should be made available to existing handles (wherever it makes sense), and also we need to add a new dedicated handler for @news.

It is very important to not return stale results. For example: "What is going on between India and Pakistan" now shouldn't return news about what happened couple of months back, user is essentially looking for news within last few days. The prompt handler for news alias should address that.
