Provide alternative map layer options #5148

Is your feature request related to a problem? Please describe.
The default OS print map for presenting geographic information to users (e.g. local reports) is not as informative or easy to orient as other maps are for me. I think this could be due to the map styling (colours, shapes and text) and presenting the density of visual information for various zoom levels/scales. For example, for an urban area at the default +1 scale (zoomed out), road names aren't displayed, B road label legibility is poor, place names in black text are somewhat more legible, but there's an abundance of black used to outline numerous map features.
The OS map only becomes a bit more useful or legible to me at higher scales (zoomed in).
The FMS map markers also don't contrast very well with the OS map at lower zoom scales, making them harder to readily see or perceive patterns of their distribution.
I realise there may be accuracy reasons for relying on the OS map for users when it comes to them submitting reports.

Provide an alternative map style as a map layer for users to choose from.
Describe alternatives you've considered
OpenStreetMap. It has some imperfections, but at lower zoom levels it is easier to understand and orient on-screen than the OS map.
