In a P2P chat using Iroh, a ticket is given to join the chat. How can I allow only specific accounts (say blockchain polkadot accounts) to join the chat room, while preventing others from seeing the chat?

You need to build your own authorisation. iroh gives you mTLS with the NodeIds, but whether a NodeId has access to anything in particular is up to the application.

There has been talk of doing authorisation as a more integrated part of iroh. But for now that is far off, we're not yet sure if a one-size-fits-all thing is possible or makes sense.
